Try symfony plugin:inslall --release=xx.xx.xx sfGuardExtraPlugin
and make shure you register the plugin in the ProjectConfiguration.class.php
Example:
$this->enablePlugins('sfGuardExtraPlugin');
OR
$this->enableAllPluginsExcept(array('sfXXXPlugin', 'sfCompat10Plugin'));
