Thanks - but since these Solaris boxes are going away soon (Linux
yay :-) its not worth it.

But I fixed the problem by comparing that OS/Guess.php with another
known working server. It appears the version I had was 0 bytes so I
figured it was corrupted or failed to install properly. Copying this
file from a working server to the broken one fixed PEAR so I was able
to proceed with the symfony upgrade.
