I have actually run Linux under Windows and even Windows under Linux. The virtualisation technologies are quite advanced and I noticed minimal slow down. It really depends on how much RAM you allow your virtual machine to use. To reduce the impact of a Linux distro try using, for example, Xubuntu which uses the lighter XFCE winow manager and not the slightly more bloated Gnome or KDE
