Yes, and managed dedicated servers are expensive.

As someone who used to work as a sys. admin for an ISP and now does web 
development full-time, I use cheap Xen-based virtual servers from Linode 
(linode.com). Yes, this means I have to update my OS regularly (actually 
have automated scripts that send me email about updates available), but 
this also means you can customize your disk images to your exact 
requirements for your app.

You can also build your own virtual clusters with Linode with private IPs 
and load-balancing too, and they currently offer the best value in terms 
of resources and data transfer compared to the other VM providers.
