I had the same problem. For me the problem lies in the class
"lime_harness" in lime.php
He couldn't find my exe because it did a is_executable on the following string:
"C:\Program Files\Zend\ZendServer\bin"\php.EXE
All I did was a replace on this string (lime.php:722):
$file = str_replace('"', '', $file);
Can you confirm that this also fixes your problem?
