In apps/appname/modules/modulename/config/security.yml:

new:
  is_secure: true

this'll make it so only users logged in can access the new action. See
the inside the controller layer chapter of the book [1]

I don't think sfGuard has a registration part, but it provides the
forms for you, so it's pretty easy to implement.
