Many others have had this problem with not just sfAdminDashPlugin - we never did figure out how to fix it. The thought was that is was an issue with the symfony plugin system itself... For now, the best way to install the plugin is by manually downloading the package or with svn:externals. If anyone else knows why this isn't working, please let me know.
