Personally, in contrast to an interview Fabien did a while back, I think any developer that has come to grips with symfony would be stupid NOT to use it for every project they do, even the seemingly simple ones as from my experience its the projects that seem tiny that end up being a challenge later and a nightmare to continue to extend and maintain simply because a shortcut was chosen and symfony was not used.
