I tried the following:

grep -r sf_web_debug apps/
apps/backend/config/factories.yml:#        sf_web_debug:
apps/backend/config/settings.yml:#    web_debug_web_dir:      /sf/sf_web_debug
apps/frontend/config/factories.yml:#        sf_web_debug:
apps/frontend/config/settings.yml:#    web_debug_web_dir:      /sf/sf_web_debug

For me it does not look like it has been manually set anywhere, so
what could be wrong with this installation?
