Your question lacks a huge amount of details:

1. WHat API?
2. Does the API provide a way for you to recieve SMS recieving capabilties?
3. Does the API provider process response SMS's?
4. If the API provider allows you to recieve responses how does it inform you 
a response has returned and in what format/communication medium?
5. What database, schema, etc?
6. And a whole heap more questions.

You may as well have asked "Hi guys, I am writing an app. Can you help?" 
because there is no insight whatsoever into what you are attempting to do. 
Your capabilities as far as SMS are concerned are totally dependent on what 
the SMS service provider gives you and what their API does. Really, you should 
ask them this question.
