I don't know whether there is a better solution, I am using the same method for a similar scenario for development / production. As long as the sfConfig is cached properly it is a viable solution I think, otherwise you might notice performance going down. It will probably affect performance in comparison to direct links to your images / css files, I guess you have to test it to see whether it becomes an issue for you.
