I solved the problem sometime after I submitted this question and I felt like a total tool...
It turns out I was doing everything right except for the way i was typing in the url. I kept typing in .../static/about_us.php instead of just .../static/about_us Glad I finally caught that error; it had me frustrated for a while there!
