The bootstrapper is distributed in its own repo, not in the core (as it
will be totally useless once the project is created).
But the bootstrapper has not been updated recently so it does not match
the latest changes.
The other solution is to use
https://github.com/Garfield-fr/Symfony2Project which setup a project
using git submodules for the vendors
