In fact, when the constraint factory reads @assert:DebitCard, it cannot fin 
the class DebitCard because "assert" is a shortcut to the build in 
validators namespace.

So, you have to create another namespace shortcut in your config.yaml :

framework:
    # ...
    validation:
        enabled: true
        annotations:
            namespaces:
                my: My\Validator\Constrains

Then you can use your annotation : @my:DebitCard
