New issue 1583 by smichr: evalf doesn't evaluate arguments to functions if  
they have symbols

Right now, somewhere in evalf arguments to functions that have symbols that
are undefined cause the argument to be return unchanged, without any
numeric quantities replaced. It would be nice if the evaluation would take
place as far as possible:

>>> (pi*x+cos(pi*x)).evalf(n=3)
3.14*x + cos(pi*x)

i.e. it would be nice to see the result be 3.14*x + cos(3.14*x)
