I think the following is the correct version:
if base is S(2) and arg.is_positive and arg.is_Integer:
s,m,e,b = from_int(str(arg))
assert m % 2 == 1 #in standard form mantissa should be odd
if e != 0:
rv = e
if m != 1L:
rv += log(m, 2)
return rv
