New issue 1821 by smichr: more simplification could be done on rationals raised to rationals

Recent work identified that expressions involving R**R (R=Rational) are a
little hard to compare because there isn't a standard simplification of
these. I put a modification into powsimp to handle this,

commit "b1d4771 powsimp handles Rational base and pow" in branch 1766 at
smichr's github acct

but I'm not sure that it should be in powsimp. Perhaps it should happen in
power along with the handling of nice roots of values (e.g. 8**(1/3)
automatically becoming 2).
