New issue 1825 by smichr: radsimp a little more discretionary http://code.google.com/p/sympy/issues/detail?id=1825 radsimp did its simplification even if it lead to a less simpler expression. A modified version that leaves alone an unsimplifiable expression and handles non-sqrt() powers is available for review as commit 1825 in branch 1766 at smichr's github acct.
