The bug seems to be back:
In [2]: z = Symbol('z', real=True, negative=True)
In [3]: sqrt(1/z)
Out[3]: (1/z)**(1/2)
In [4]: simplify(sqrt(1/z))
Out[4]: z**(-1/2)
