New issue 1912 by smichr: inconsistency between facts
http://code.google.com/p/sympy/issues/detail?id=1912

While the following obvious inconsistency raises an error...
z=symbols('z', positive=True, negative=True)
[error message deleted]

This does not:
z = symbols('z', complex=True, negative=False)

It seems to me that if something is complex it no longer makes sense to
speak of it as having a negative property (or any property related to the
sign: negative, positive, nonnegative, nonpositive).
