Depends on what you define the "new assumptions model" to be -- since they're just symbols, they should be dispatching the is_commutative to the global_assumptions to check this, but that level of integration hasn't made it into the sympy trunk just yet. There's half-a-dozen or so branches with varying proposals on how best to do this, and hopefully one of them will make it in soon.
