It is possible to create a 0 or 1-arg Add and Mul using the evaluate flag
of False. This seems like a bad idea. If there are no objections I will
make the precedence of the 0 or 1-arg argument coming back appropriately
(as the appropriate atom or expression, respectively) higher than the
evaluate=False result.
There is nothing that breaks when this new behavior is enforced.
