I'm not convinced by Chris's examples (it's never a good idea to assume that the first argument of a Mul is going to be anything specific) and I still think that it would be best to return the simplest thing possible, particularly so in the case of boolean operators, but this seems to be a case of "practicality beats purity" and majority opinion is a perfectly valid arbiter of what "practicality" means, so I won't mind at all if my opposition is overruled.
