New issue 2223 by [email protected]: Rename top level apply_operators to
qapply

Currently, in sympy.physics.quantum.applyops we have an apply_operators
function. This function does more that apply operators and should be
renamed qapply. The module and its test suite should also be renamed
qapply as well. The methods that the main function (like _apply_operator)
should not be renamed.
