I indicate that this works in current SymPy now:
>>> expr = Sum(x**k, (k,1,5), (x,0,9))
>>> expr
Sum(x**k, (k, 1, 5), (x, 0, 9))
>>> expr.func(*expr.args)
Sum(x**k, (k, 1, 5), (x, 0, 9))
