New issue 2339 by asmeurer: test_code_quality and strip_whitespace should
enforce exactly one newline at the end of a file

test_code_quality and strip_whitespace already take care of no newline at
the end of a file, but git doesn't like more than one newline at the end of
the file either, so I think they should enforce exactly one newline at the
end of the file.
