New issue 2444 by asmeurer: even function and odd function assumptions

This was already requested in issue 1784 and issue 2297. It would be nice
to be able to assume (and also ask if) a function is even or odd, i.e.,
f(-x) == f(x) or f(-x) == -f(x), respectively. This should only be
implemented in the new assumptions.
