See https://github.com/sympy/sympy/pull/397. I made AtomicExpr.is_number
no longer return True by default, and robustified bool returning Relational
(this issue and the other were already fixed by the AtomicExpr fix, but
this would have fixed it too, and it should still be done in my opinion,
because is_number does not necessarily imply that evalf() will work).
