That page says the correct name in pypi is py indeed. It seems the project evolved a lot and recent versions do not have a py.cleanup utility. Now there are two projects, py and pytest, and the webpage is http://pylib.org (so the info on py.cleanup in the codespeak page is very outdated).
I think this should be updated (and documented) to use newer py, or we should drop the dependance and find pyc files manually.
