Actually, this is not even true. We should probably raise an error with that, just as Python does

Lexicographic ordering is a natural choice of ordering (analogous to alphabetical ordering, see http://planetmath.org/encyclopedia/LexicographicOrder.html) that puts a total order on the complex numbers which is consistent with the OP's suggestion. This particular ordering also has the property that it reduces to the usual ordering on the reals in the case of restriction to the real line.
