New issue 2664 by asmeurer: sign(x) should reduce to x/abs(x) when x is known to not be 0

sign(x) == x/abs(x) when x != 0 and 0 when x == 0. A lot of expressions would simplify better if it returned x/abs(x) when x is known not to be zero. For example, sign(1 + I) right now does nothing, but it could reduce to sqrt(2)/2*(1 + I).
