recursive

Current master gives
nsimplify(1./7 * x)
0.142857142857143*x
nsimplify(1./7 * x,rational=1)
x/7
nsimplify(1./7)
1/7
but it does seem to me that if the rational flag is not needed for 1./7
that it shouldn't be needed for x/7., either.
