Do you mean "If something cannot be easily accesible from this page, it's a bug"? I guess if you phrase your question as a request or a bug report, then it can go here (like, "there should be a way to do this," or "this should work, but it doesn't"). But it's better to ask on the mailing list first to make sure that something really doesn't work.
At any rate, it isn't really a big deal. It's just as I said, that more people read the mailing list than the issues.
