New issue 2739 by [email protected]: this composition doesn't decompose

This works
    >>> a, b = Poly(x**2 - x - 1, x), Poly(x**2 + x, x)
    >>> a.compose(b).decompose() in [[a, b], [b, a]]
    True

This one doesn't(?)
    >>> a, b = Poly(x**2 + x, x), Poly(x - 1, x)
    >>> a.compose(b).decompose() in [[a, b], [b, a]]
    False
    >>> a.compose(b).decompose() == [a.compose(b)]
    True

Shouldn't this behave the same as the first example?
