New issue 3221 by [email protected]: Matrix.charpoly() should include
minus sign for odd order matrices

The leading term of the characteristic polynomial of a n by n matrix should
be (-1)**n. But Matrix.charpoly() always returns a monic polynomial. This
should be fixed.
