That's an excellent point. I think that our removal policy should be more related to the burden us than anything. Wrappers and aliases are almost no burden. Changing the API directly is more of a burden. If its impossible to have both APIs at the same time, it probably makes sense to no deprecate at all, because users won't be able to change their code until the feature changes anyway.
At this point, the milestones on the issues are just reminders of when to look again. We (still) don't have an official policy on when things will or won't be removed.
