Currently, the expansion occurs in sympy.core.power._eval_expand_multinomial

I think we can add a function _eval_expand_nonint_binomial for the case:
(1+x)**n
where n is not an int.

The method can use series() for the expansion like so:
series((1+x)**0.5)
