To get an idea what is involved with NumPy, it needs installers in Python 2.5, 2.6, 2.7, 3.1, 3.2, 3.3 on Windows (!) with custom installer linked with Atlas binaries, then regular Windows installer (bdist_wininst), and of course tarballs on linux + release notes/changelog. All I need to do is to run one command. Currently the upload to pypi and sourceforge is by hand.
