New issue 3677 by [email protected]: sign(2 + 2*I).simplify() = 1 ?!

While adding tests for #847 I discovered this bug. The issue seems to be
related with together():
In [2]: sign(2 + 2*I).simplify()
Out[2]: 1
In [3]: together(sign(3+2*I),deep=True)
Out[3]: sign(3 + 2⋅ⅈ)
In [4]: together(sign(2+2*I),deep=True)
Out[4]: 1
In [5]: together(sign(2+2*I))
Out[5]: sign(2 + 2⋅ⅈ)
