I'm assuming this is
http://mail.python.org/pipermail/pypy-dev/2007-October/004148.html.
I think the idea was an easy way to enable and disable tests in a file, for
caching bugs when they interfere with one another. This issue comes up
relatively rarely these days, though it is annoying when it does. I've no
idea if this ever made it into py.test, but regardless, I would say it's
not really a huge issue any more, so I'm closing this.
