With positive R, a, b, c, using factor_terms simplifies things considerably:
factor_terms(solve([x**2 + y**2 - R**2, a*x + b*y - c], x, y))
[(-(b*(-a*sqrt(R**2*a**2 + R**2*b**2 - c**2) + b*c)/(a**2 + b**2) - c)/a,
(-a*sqrt(R**2*a**2 + R**2*b**2 - c**2) + b*c)/(a**2 + b**2)),
(-(b*(a*sqrt(R**2*a**2 + R**2*b**2 - c**2) + b*c)/(a**2 + b**2) - c)/a,
(a*sqrt(R**2*a**2 + R**2*b**2 - c**2) + b*c)/(a**2 + b**2))]
