New issue 3762 by [email protected]: don't process powers with base of 0
http://code.google.com/p/sympy/issues/detail?id=3762

powsimp(0**(x+1))
0**(x + 1)
expand(_)
0 <============= not true if x=-1
0**x*0**y
0**x*0**y
powsimp(_)
0**(x + y)  <== not true if x = -y

I'm not sure what would break, but it seems like nothing should be done to powers that have 0 and the base.
