Change of index means making a substitution on the index variable, like n -> n + 1. Reordering means changing something like Sum(expr, (i, 1, n), (j, 1, m)) to Sum(expr, (j, 1, m), (i, 1, n)), which is more complicated if n is replaced with something that depends on j.
