It just runs collect on the arguments. One thing that can be done is to run
it again if the first pass changes the expression. The attached patch
generates something different than horner for the OP expression:
(a0*(a1*(a2 + a4*(a2*a3 + 1)) + a3*a4 + 1) + a2*(a3*a4 + 1) + a4)
-----------------------------------------------------------------
(a1*(a2*(a3*a4 + 1) + a4) + a3*a4 + 1)
