New issue 3926 by [email protected]: solve(x/y < 0) doesn't work

solve can't handle multivariate inequalities, but I wonder if a special
case could be made if each factor is univariate. A simple case of this is
x/y < 0 or x*y < 0. In general a1*...*an/(b1*...*bn) > 0 if each ai and bi
is independently univariate.
