nc means "noncommutative", so it deals with noncommutative Symbols (Symbol('A', commutative=False). I guess that is just preventing distribution for noncommutative things. It shouldn't make a difference, because you are going to remove all automatic distribution for everything.

You can probably get more information about this change by using git blame and seeing what commit caused this change.
