I think this has been fixed.
In [9]: latex(Derivative(r,t,3))
Out[9]: '\\frac{d^{3}}{d t^{3}} r{\\left (t \\right )}'
In [10]: r = Function('r')(t, x)
In [11]: latex(Derivative(r,t,3))
Out[11]: '\\frac{\\partial^{3}}{\\partial t^{3}} r{\\left (t,x \\right )}'
