New issue 4049 by [email protected]: init_printing breaks the IPython

Right now in master, enabling latex printing using:
init_printing(use_latex='mathjax')
breaks the IPython Notebook by completely disabling all png output. This
breaks matplotlib as well as all image output. No third party libraries
should unilaterally disable output types like this. init_printing needs a
refactor that better reflects all of this.
