Unless submstrix is needed for some external compatibility submatrix can be
deprecated. It's not needed internally and all the slicing capabilities are
provided by normal matrix slicing (once PR 2622 is committed).
The normal deprecation decoration can be used and this issue should be
updated to indicate at what milestone it should be removed.
