There is a very lively ecosystem of BSD Python code (not just scientific software). A small part of why these projects are doing well is that they can freely share code among each other. It's very common to see Project A say "utilities.py was copied from Project B" (SymPy itself includes both pyglet and mpmath!). I think providing lubrication for legitimate users (in particular other FOSS projects) is much more important than providing friction for potential malefactors. To quote Benjamin Franklin, "They who can give up essential liberty to obtain a little temporary safety, deserve neither liberty nor safety." (Perhaps using that quote in this context is pushing it too far, and Stallman would have a different and very specific interpretation of "essential liberty", but you get the idea.)
